“Putting a stop to such local violence and corruption was Karzai’s responsibility, but he seemed to be rejecting the fledgling institutions of government the UN and others were trying to build. Instead, he resorted to traditional tribal methods of governance that were retrograde and ultimately contributed to more violence and fear.
